1. Purpose
This circular serves as a directive to all Colleagues on board regarding the safe and proper handling, loading, stowage, and discharging of wet-sensitive steel coils. The aim is to safeguard cargo integrity, minimize claims, and uphold HLB Fleet’s operational standards.
2. General Instructions
Wet-sensitive steel coils are highly vulnerable to moisture damage, corrosion, and surface deterioration. Masters are to exercise utmost diligence during every stage of carriage.
3. Loading Procedures
Pre-Loading Preparations
Cargo holds must be clean, dry, and free from loose rust, paint flakes, oil, and residues.
Ensure bilges are dry and tested.
Verify that hatch covers are fully weathertight prior to commencement of loading.
Cargo Inspection
Reject or seek clarification on coils showing visible signs of rust, staining, or moisture.
Record all observations and discrepancies in the Mate’s Receipt and Bills of Lading.
Handling
Coils to be handled with appropriate lifting gear and soft slings/protective padding to prevent physical damage.
No hooks or sharp gear to be used directly on cargo.
Stowage
Stow coils tightly to minimize movement and avoid shifting at sea.
Apply dunnage, tarpaulins, or waterproof sheeting as required to prevent contact with ship’s structure and condensation.
4. Voyage Precautions
Ensure continuous monitoring of ventilation, balancing sweat prevention with the need to maintain dryness.
Maintain records of daily hold humidity and temperature.
Hatch covers must remain securely closed at sea, only opened in favorable weather conditions when deemed necessary.
5. Discharge Procedures
Prior to discharge, ensure holds are in the same dry and clean condition as during loading.
Inspect coils carefully upon opening of hatch covers; any signs of damage or wetting must be documented immediately with photographs and reports.
Cargo to be discharged using proper gear and kept protected from weather exposure throughout operation.
6. Documentation & Reporting
Masters are to issue Letters of Protest where applicable.
A comprehensive Cargo Handling Report, including photographs and remarks on condition, must be submitted to Fleet Management after completion of each voyage carrying steel coils.
7. Compliance
Strict compliance with this circular is required. Any deviation must be reported immediately to HLB Fleet Management.
